Abstract

Abstract: Backgroundand aim: Tariffs on health care have a major role to play in financing health care. Tariff strategies can affect various aspects of family welfare, including access to health care, financial support, economic burden distribution, and health status. A example of this approach in Iran was the Health Transformation Plan, which began to achieve goals such as quality, affordability and affordability of services. The purpose of this meeting was to measure the impact of price inflation on health services for household welfare in Qazvin province. Materials and methods: This cross-sectional study was conducted using micro data collected from 1004 urban and rural households surveyed by Statistical Center of Iran Organization in Qazvin province in 2016-2017. were calculated by estimating the Almost Ideal Demand System using the Seemingly Unrelated Regression. Stata (version 10), Eviews (version 8) softwares were used for data analysis. Results: According to the findings of this study, the highest price elasticity was observed for medicines and medical consumables (-2.12) and the lowest price elasticity was for hospital services (-1) The price elasticity of general practitioner services was -1.34, the elasticity of specialist physician services was -1.66, the dental elasticity was 1.79, and the diagnostic elasticity was 1.92. The highest expenditure elasticity (income) was diagnostic services (1.96) and the lowest was drug and medical consumables services (0.71) Expenditure elasticity for general practitioner services was 1.38, elasticity for specialist physician services 1.73, elasticity for dental services 1.82, and elasticity for hospital services 0.99, respectively. The highest welfare losses incurred to households in Qazvin province in the last five years were hospital service price changes (-104,774378 Rials) and The lowest wage loss was reported for dental services (-117729 Rials). The amount of subsidies to be paid to Qazvin households during the last 97, 95, 93 and five years to compensate for their welfare losses is 4823655 Rials, 1945572 Rials, 4213246 Rials and 18523521 Rials respectively. Conclusion: For Qazvin households, the lowest price elasticity was related to hospital services, except for diagnostic and laboratory services, dental services, and specialist physician services. There was a complementary relationship between health services. The relationship between some services was intense and some was poor. As well as emergency services such as hospital services to modify the lowest elasticity of income, and services that were relatively commoditized as a luxury item in the health sector, such as specialist physician visitation and dental services received the most revenue. This issue has a direct relationship with the amount of welfare loss inflicted on households in Qazvin. According to the results of this study, health sector inflation has reduced overall welfare in Qazvin province due to the vital and urgent nature of some health services.
